Infinite temporary files appearing in steam folder

Alright, so the other day I tried booting up Steam and was shocked to see that I didn't have enough space on my C drive to run it, when just the other day I had an extra 20 gigs. So I went spelunking in my files and found over 20,000 tmp files in my steam folder. Each one named ClientRegistry.blob~, then a bunch of random numbers and letters, .tmp. So, like ClientRegistry.blob~Na76Afafh.tmp, stuff like that.

I basically tried everything possible with steam. Completely deleting everything steam related on my computer then re-installing, deleting certain files and rebooting, pretty much everything really. And every time I start up steam, the temporary files start appearing.

Anyone know of a way to fix this? Block the temporary files from appearing? I thought I had fixed the problem making a custom rule with Threatfire, but it must have been a fluke as the problem came back the next day.

This whole thing especially sucks as I just pre-bought Left 4 Dead 2. It would be nice if I could, you know, actually play it.

And oh yeah, I did contact steam support. The reply I got was to delete everything in the steam folder except for steamapps and steam.exe and then reboot. Which did diddly squat.

So yeah, any ideas?
