^ I deleted some stuff that didn't look useful to fit within the post length requirements.
However, my computer has problems running something as relatively simple as WoW unless I put it on lowest graphics.
Or here's another example: watching Youtube clips in 1080. Running it in normal size gives me smooth frame-rate and nice audio. Maximizing it, so it actually displays my promised 1080, results in choppy graphics and staticy volume. What's up with that?
So I thought... drivers? I ran Drive Checker, updated everything I needed, same problems.
CCleaner? Ran it.
Ad-Aware? Ran it.
Defrag? Ran it.
Other processes running same time? Nothing significant.
Unwanted stuff at startup? Nope.
I'm monitoring my CPU/RAM usage, and both seem reasonable.
So I'm out of ideas. The only thing I can think of is that I have a pretty nifty monitor (24-inch Dell Widescreen Flat Panel) and that could take a while to load all of them pretty pixels.
Also, my refresh rate is 59Hz. It can be 50, 59, or 60. Should I set it to 60? I thought 60 was pretty low, no?
What else can you guys think of? What settings do I need to tweak, what programs do I need to run, etc.

Try lowering the res a bit and turning off some of the graphic options for Win7 and see if that improves your computer's performance.
buy 2 gigs more ram. even if you can't use all 4 gigs with a 32 bit OS, It'll help.
I don't think that this is likely to be your problem, but it's worth checking out. The fact that your videos run fine at low resolution but start freaking out at larger resolution (and games don't work) makes me think this is possible, but I don't think this would affect your sound, so I'm not sure.
The problem is much more likely to be "need more RAM to run Win7" (as Dunadan said), but thought I'd throw this out there.
You can't use 4, but you can use 3.5. Also turn off the Windows 7 Whorepaint (graphics options) and you'll see a definate improvment.
Easiest way to find out if you have a hardware problem or a software problem is just format your computer. Backup whatever files you desperately need and nuke it. Nothing better than a freshly formatted computer and there's no reason that computer can't run WoW at high settings.
If your shit is still bad after a format then it's time to think about hardware problems.
If it is pre-built I guarantee it has loads of junkware on it from whatever company you bought it from, eating up the already limited 2 gigs of RAM.
When I installed my new hard-drive a while back, my computer couldn't figure out how to properly adjust (despite my attempts to clean out the old drivers pretty thoroughly) so I said fuck it, let's install Windows 7 on my other hard-drive and set that to my main hard-drive.
So I installed Windows 7 on my 900GB HD, got all the proper drivers and software. I now run a pretty clean rig, with minimal stuff in the background, yet... tada.
I guess I can try more RAM but it really doesn't feel like the problem. Why isn't anyone here the tech version of House? Go make a sandwich and come back with an amazing explanation about how my video card was put in during a lunar eclipse, thereby giving it NEGA-POWER or some such shit.
