EDIT: I just realized that this music sounds nothing like the one you posted, but it is the Electronic genre, and that's the God's honest. I actually think that the vid you posted isn't in this category!
When I heard that song in the OP the first thing that came to mind that sounded somewhat similar that I've heard is a few things off of Cornelius's Point (who I didn't realize was Japanese until I looked it up just now).

Black Turtleneck is an all too clever side project related to Solvent. One album, Musical Chairs, if you ever see it in a used bin buy it without hesitation. I promise you it is worth it for the lyrics alone.
Kraftwerk obviously invented electronic music. The Man-Machine and Computer World are their best. Trans-Europe Express is decent too.
