X-23, Hellion: X-men comics. X-23 is a female wolverine clone, Hellion's wiki page references this song.
Lucas: Possibly a reference to the time it took Lucas to get around to filming Star Wars I, II, III.
Locusts: Could be confusing them with cicadas (hard word to rhyme, cicadas...)

Also might note that Elixir in the FF series fully restores all of your hit points and mana, so he's basically saying that he feels 100% fully rejuvenated when she's around.
