Monitor not turning on, no POST. HALP!!

My little brother pulled his computer out of its nook in the desk to fix the sound or plug in a speaker or something.

When he put it back in and turn the computer on, the monitor stayed off. It says there's no RGB input, but when the monitor cord is pulled out it says there's no signal, so as far as I can tell it isn't the video card.

The thing that worries me is that he isn't getting a POST signal. I don't know if he ever got POST signals since I can't say for sure whether the PC speaker was ever hooked up to the mobo jumper slot.
His BIOS is AMI, but since I can't see a display, I can't say for sure what kind of AMI BIOS it is. I do know that a lot of AMI BIOS' zero POST beep errors are "control to Int 19 boot loader".

What can I do for this hapless brother of mine? Thanks for any help, you guys. I know it's just another damn computer problem among the slew of others here, but thanks for your time.

What is happening when you push the power button? Anything at all? Are there any lights on the case that signify it turning on? Do they turn on? Check to make sure the plug is in tight. Also, most PCs have that black O\| switch on the back, make sure it didn't get flipped off accidentally.
