The drop rate is 1% with no bonuses. I believe 5 starring the fight brings it to 5%. The Connoisseur's Catalog adds something pretty minor. Like another 1% or something.

I have no idea...you don't need a certain total, but you need money to buy components and stones for upgrading items. I've been buying this stuff as I go so I don't know how much total I need...but it's definately a very high amount.

Ugh is the money grind for Treasure Hunter a bitch. I figure I can get the remaining trophies/points with some finesse, but this one is just a stone cold bitch. I have to 5-star two marks yet, beat up an ancient giant turtle (I got one down to 1/3 before a ill-targeted Ultima ended that attempt), and of course collect every item in the game. Traps drop rates have been abysmal. I have two to speak for and the money just to star the 3rd tier weapon to breakdown into 3 traps is kicking my ass.

Rating has no bearing on the rewards.
And yes, you can go back to the Cie'th stone that gave you the mission and do it again, as many times as you want (You won't get the same reward that you did first time, but some of the secondary rewards can be okay).
Also, the map screen keeps track of the missions you've done, along with the ratings you got (I forget wich button it is, but there's a prompt on there). It only stores the best rating you get, so it's easy to keep track of which one's you need to 5-star for the trophy.
I don't even remember seeing a Biggs & Wedge since FFVIII
They were in front of the Blitzball stadium in FFX, and could be hired as players. FFX-2 had them automatically in the team; I think they were still in the same place.
FFXII had two Archadian soldiers with similar names... Gibbs and Deweg in Nalbina.

For example, Lightning's "Army of One" supposedly gives a chain bonus that "varies by situation," but I'm not really sure what that means. Do I use it when an opponent's staggered to increase the chain percentage during the stagger? Or do I use it to get an opponent to stagger faster?
Basically, the descriptions for almost all of the unique abilities are a little too vague for me to figure out when I should use them instead of my normal abilities. And it doesn't help that I haven't seen the AI choose Fang or Hope's specials, and Auto-Attack never chooses Lightning's.
Pretty much both things you said about Lightning's is right, though the only time I've used it is on mission 64 and only while he was staggered.
AI will never ever choose the special attacks.
Fang's Highwind is mostly useful right before a stagger runs out. I've had it hit for max damage (as in 999,999 with Genji Glove. Granted it was a high stagger meter and I had buffs, but still).
Vanille's Death is extremely useful against the Neochu and the big turtles.

I found that the combat started to get interesting around Chapter 3. It still develops somewhat slowly, but you'll start getting your first ratings below 5 stars and and you'll get a feel for the Paradigm Shift mechanic.

Question on Neochu, what level were most you when you beat him? I've managed to kill him, but I get ripped apart the Picochu's.

there needs to be something to keep you occupied in JRPG's besides combat
this is usually alleviated by the story and writing, and FFXIII's pretty lacking in that
between that, and the game's fixation on railroading you from one place to another where there's pretty much nothing to do but fight (and occasionally admire the scenery), there's precious little game to be had in here between the flash and glamour
The thing is, that's all a matter of opinion.
I like JRPGs, but I also like FFXIII's take on JRPGs where it eliminates a lot of the boring shit that I usually put up with to get to the stuff I like.
And since I'm of the opinion that XIII features a pretty good story with a great cast coupled with a fantastic combat system, the fact that it's "all there is" to the game is good, rather than bad.

if you're killing what's essentially the second-most powerful enemy in the game to get the ultimate weapons, then you probably don't need the weapons
