Random "connection refused"?

Every other time I click on a link, I get a message that connecting to the server was refused. It seems to be happening in bunches - some times it'll be fine for a minute or so, other times it might take 10 refreshes before I can get through. No other sites seem to have this problem.

    I get this too.

    I thought it was my ISP.
