And since we're on a non-lethal weapons kick:
Bruce Lund's company Lund & Co. Inventions is responsible for such hit toys of the toddler set as Tickle Me Elmo. His latest creation? A weapon for the U.S. military nicknamed "the Big Hurt."
Lund's invention, the Variable Velocity Weapon System (VVWS), runs on methylacetylene propadiene gas – the same stuff used for blowtorches and nail guns. Based on Lund's innovations in the area of hydrogen combustion, the VVWS offers the Pentagon a handy non-lethal method of subduing targets (such as detainees, pesky protesters and whatnot). The weapon measures the distance to the target and adjusts velocity of its ammo, providing a painful but non-deadly punch. Though by the military's request, there is a manual override if you just want to shoot someone dead.

The FN 303 fires a spherical, fin-stabilized projectile. According to FN, the fin-stabilized design provides greater accuracy than a standard paintball round. The forward half of the sphere is a non-toxic granulated bismuth shell designed to fragment on impact to prevent penetration damage. The rear half of the sphere contains one of several color-coded liquid payloads:
* Training/Impact (clear) — non-toxic glycol base with no additives, used for training and when the impact sting is the preferred deterrent.
* Permanent paint (yellow) — latex-based polymer paint used to mark suspects for later identification.
* Washable paint (pink) — water-soluble fluorescent pink pigment in glycol base, similar to standard paintball filling, used to mark suspects on a short-term basis.
* Oleoresin capsicum (orange) — glycol base mixed with 10% OC (pepper spray) at 2 million SHU, used to incapacitate targets.
Then all the protesters would just go down to 7-11 for snacks.

Ideally, you'd want to make a weapon that your troops would want to use on the enemy more than themselves. If that's not in The Art of War, it should be.
We need to keep this guy away from the Department of Defense.
Only bad things will happen if the two of them meet...
he'll go trillions of dollars over budget and never be produced anyways?
Only because of those silly hippies insisting we keep socialist concepts such as 'public education' and 'social security', instead of thinking about how our children might grow up in a world were the brown people outnumber Americans!

It can fire the same ammuntion as the FN303, so:
Then all the protesters would just go down to 7-11 for snacks.
well a gas that makes people all dopey and hungry would be extremely effective I think
I love this guy's can-do attitude.
