Help me make podcasts with my gear I don't know how to use...!

Okay, so I have this

http://www.zzounds.com/item--TASUS122

It's a Tascam US-122 Audio/Midi interface, and I have one mic and mic stand to go with it. It's got one headphone jack coming out the back, but I have splitters

Here's the deal, when I hook it up for podcast recording, and use audacity (I also have cubase, but don't know how to use it) I'm only getting audio from the left side. I noticed the mic inputs are L & R but I shouldn't have to have two mics should I?

I want to be able to hook up two mics, and two sets of headphones and have a friend and I record a podcast. I also want the tracks to come out of both speakers, which they currently are not.

So here's the question, is this thing enough to do what I want? Is it a problem with the mic? If there's better equipment I should be using, what is it? My budget is $300 US.

I want to be able to record a podcast with 1-4 people at any given time and have it sound professional, no skype calls.

Also, I'd like a soundboard for sound effects, how can I accomplish this?

Thanks H/A!
