I have a friend who smokes and I want to know if this is a better alternative for him. Also, are they legal in Canada? Is there an easy way to restock? Finally, are there any studies on the health advantages/disadvantages over regular cigarettes?
From what I've read they're essentially equivalent to using a nicotine gum and a fake cigarette. They are safer than smoking since you're not inhaling smoke. I don't know the answer to the other questions, though.
Most brands deliver HIGHLY inconsistent doses of nicotine. I have not yet found one that has demonstrated consistency. Frankly, they need to deliver a metered dose.
They have different flavors, but they are overpriced compared to the base.
They are not a great quiting aid, since their dose can be so inconsistent. There is a risk that your dependency would INCREASE.
I went through about 5, in exchanges before I had one that worked well. That one worked well for several months before I finally tossed it.
Some consider it safer because your not burning planet material. A lot of people claim this reduces cancer. With nicotine though, I'd assume there would still be negative cardio effects (ie. increased chance of heart attack, etc). From what I know, there hasn't been a reputable study on any of this yet.
From personal experience, it had noticeable effects on my lungs. I could breath again after switching and don't get as winded as much. Also don't smell like an astray and can smoke in doors.
First, there are a LOT of really bad e-cigs out there. By bad, I mean they work unreliably or expensive or don't deliver good hits. In fact there are more crappy e-cigs than good ones.
If you get a good one it can be as enjoyable or even more enjoyable than normal smoking. A bad e-cig will end with you throwing it across the room in frustration. Expect to pay around $100 for a good setup then $20-50 for e-juice (the nicotine juice). It sounds like a lot, but in the long run it'll save a ton compared to smoking.
In terms of refilling, the "bad" e-cigs will have pre-filled carts. These generally are a rip off. The good ones will have refillable carts. This are a really good deal (compared to smoking). You buy e-juice (in my different flavors/strengths) and refill them yourself. A $40 of e-juice will last you months. You can get everything from blueberry flavored to chocolates to normal tobacco taste (my favorite)

Tips:
Avoid Blu. They have shit support.
Avoid "Smoking Anywhere." These are the guys you see at malls. Expensive and crappy.
I highly recommend Volcano e-cigs (www.volcanoecigs.com). They are a small, personal company with great support.
I'll also second hitting up the ecig forum. Lots of good advice in there.
The only thing to really look out for is that even the tobacco-flavored fluid won't result in vapor that tastes like cigarette. It might get kinda close, but since you aren't actually burning anything it will always be an approximation. I prefer non-cig flavors. Another thing about tobacco-flavored is that they usually get their flavor from real tobacco extract. So bad things that turn up in pure tobacco might also turn up in tobacco-flavor ecig.
I have two volcanos. They ain't that good. One broke and the other is flaky. Even under prefect condition it gives very little vape compared to better brands.
Generally you want something with an external battery. They are more powerful and easy to replace when (not if) the battery dies.
Volcano has a year warranty, I suggest you use it. They will work with you. Their standard product for a long time was what is considered a "mini" in the ecig world. The new one is one they call Magma which has a larger battery and has a hotter atomizer. Another thing to remember is that while there are lots of different brands of ecigs, there aren't nearly as many manufacturers. But the Ecig forum you mentioned breaks that down for you and tells you the actual model number of the battery/atomizer combo of any given brand.
I was the guy who made the last thread. I ended up buying something called a "Healthy-E Cigarette" from a local smoke shop and the damn thing broke in under a week...So if you do buy one don't purchase it from that company.
www.cignot.com has the joye 510 no-box (basically it has no packaging) for like $35
That will give you two full ecigs, and you can get some liquid. I'm still on the fence about the whole thing, but I can't complain that mine don't work well. It is cool for gaming, and I can smoke at my desk at home etc... I still smoke but I've cut down quite a bit.

One thing worth noting, is some people gradually reduce the amount of nicotine until there is actually none in them. You might think this would mean they could simply quit, but for a lot people who smoke it is the psychological thing with the actions of smoking, not the physical addiction, that keeps them coming back again and again. So something that approximates it psychologically but doesn't have nicotine or tar is great for them.
A good friend of mine bought a setup from epuff.ca
He hasn't had a normal cig in a over a month now and I'm pondering trying it. He noticed quite a difference in his breathing (he bikes heavily) almost right away. Ive been pondering switching as it is far far cheaper than normal smoking (especially in BC with the $10/pack it's costing me).

Fuck Ecigs and cigarettes in general.
I know several people who use them in Winnipeg.

These guys are the experts. Tell your friend to post there, they won't lead him a stray.

Talk to the e-cigarette forum before you buy.
