Heeeelp me remember a movie

So in the opening of this likely 80's movie, a boy gets out of school, runs into a few bullies immediately and gets roughed up, heads straight home and to the bathroom where he cleans up and wrings his hat out in the sink.

The clue-catch is that he sneaks out his window later and while walking in the city finds a glowing white ball that turns into a wizard.

What the fuck am I remembering???

    She vaguely remembers a white horse...so no.
    Shes unsure why the opening sequence is all she can remember
