BioWare’s Dragon Age team and Penny Arcade have teamed up once again, this time to create an awesome in-game item for Dragon Age II, the belt called Hindsight. Penny Arcade’s Gabe & Tycho designed a belt that would appear in Dragon Age II and had complete creative license for both the story behind the belt and a motion comic illustrating the belt’s history. They crafted a tale of Hindsight, a belt with both great power and a dark past.
Once Gabe & Tycho finished the comic and presented it to the Dragon Age II team, it has been turned into a full motion comic complete with full narration and sound effects. The full motion comic can be watched on the Dragon Age II Hindsight Page Furthermore fans will be able to get Hindsight in game while playing Dragon Age II by subscribing to the Dragon Age II newsletter. Click the "Get Your DAII Penny Arcade Belt" button to get your own Hindsight when you play Dragon Age II.
Gabe & Tycho have done a great job creating Hindsight and it has been our pleasure working with them again. We hope you all enjoy the comic, and Dragon Age II.

Not entirely true - they have mages, but they're seen as rabid animals, essentially, rather than as people, and kept on a leash.
I think, however, that given his previous posts in the DA2 thread, Metal Gear Solid 2 Demo was being facetious. He wants everyone to know he's a special little snowflake.

That's true. They're then chained and made into, essentially, artillery pieces - they aren't people, not by the Qunari definition of the term.
But..then why bother with using cannons?
Because cannons don't require a handler, and they tend to be less than useful when it comes to doing things like making ice fall from a clear sky, for example.
Not to mention, you can build more cannons. Gotta wait until a new Qunari with magic potential is born.
EDIT: But I'm getting off-topic! Hindsight looks cool! It has a neat animated comic. I suggest you watch it!
Whose voice is that doing the narrative? It sounds like Brian Bloom, aka Varric Tethras, Dwarf Merchant Prince in DA2. (Which would make sense, considering he tells Hawke's story.)
