Soooo... I would like to give a gift to someone who is massively into WoW, but I am not and really don't know how this stuff works. I saw that you can buy things like in-game pets and mounts, which are within my budget for this gift, but I'm confused about how this works.
My big question is: is there a way for me to buy something like this for someone else and gift it? Do I have to have a WoW account to do this? I'm guessing that if I don't know their character's name that there's no way for me to look up whether or not they already own/have whatever it is?

Well, your best bet is to ask them about this mysterious WoW store. But you can buy things for them and gift it to them, it just sends them the code in an email. I -think- you can look up their character on the armory (www.wowarmory.com/ - but it's down right now) and find out what pets they have... but I'm not sure. And I can't go look to find out if you can because it's down. >.>
You might have to just be more direct about it and ask them what they'd like if they had their choice from the store. That's what my sister did with me, so I'm gettin' a Windrider cub.

I think you just need their battle.net address. My mom gave me a couple pets with my birthday present last year, and I'm pretty sure that's all she needed. They can link it to their account from there.

Nope, you can't see what pets someone has on the armory, even if you know their account or character name. The closest you can get is seeing how many minipets they have, or how many mounts.
You don't need a battle.net email address to gift someone a code, and you don't need an account yourself either. When you purchase a virtual item like the pets or a mount it will ask if you would like to gift the code; it will then give you an option to email it from their site and also show you the redemption code so that you can also send it manually if you'd like. If you wanted to be epic nerdy you could make up a fake loot card and put the item code on there from the purchase.
There are also actual TCG loot cards if you wanted to do those; the mounts would be way over your budget but there are also cards like temporary mounts, path of cenarius, pet biscuits, etc which are much more reasonably priced and still fun and since they're consumable you don't have to worry so much that they already have it. Personally I am a big fan of sandbox tigers and think they are really quite fun.
Two of the plush toys come with pet codes as well. If they're really into pets they most likely have their collection on warcraft pets, you can search by server and character name to find them.

Before you decide on a gift, does this person just play the game, or do they also decorate their house with it? I wouldn't get any sort of "cute" gift, even an in game item, until you know for sure. A time card (i.e. month or 2 month subscription) would be a nice alternative.
Edit: I bring this up b/c while there are several games I play, and several toys I think are cute, I wouldn't actually want any of them in my house .

They definitely play, not sure on the house decorations but I was looking at this flying horse thingamajig which seems like it would be useful in-game? Like I said, I'm not really sure of how it works, my main worry would just be whether or not they already have it.

And they are ADORABLE!
