I assume it's in reference to Master Mold and the Sentinels. But it's not like they have Sentinel at actual size anyways, so the little dudes that shoot out are to scale for Comic MM:Comic Sentinels
the same type of damage scaling comes into place in Super Street Fighter 4. I don't have a link to reference how it is actually divided up. I think Sabre or someone showed me one time
but damage scaling in SSF4 is dealt in two ways.
1) the further into a combo you go, a hit will do a lower percentage of its potential damage points.
2) the lower the health of the opponent, the same effect occurs

Nah, they're tiny. If they were distant, they would harmlessly pass by in the background instead of hitting or being blocked in situations like this.
Sentinels always used eyebeams and lasers and rockets
never tinier sentinels
