That is a fantastic question. Hmmm, I would say Ghost Rider, since he is a traveling carny and all his adventures take place in small towns in the Southwest or whatever. The Hulk is in a similar situation, always moving from small town to small town. Captain America goes through rural phases whenever a writer decides to send him on an Easy Rider road trip across America every few years. Wolverine might count since his solo book always has him in, like, the Australian outback or deepest darkest Alberta. There's the Great Lakes Avengers, who are kind of comedy heroes but all hail from small-town Minnesota and Wisconsin.
From DC, Swamp Thing is definitely rural. Vigilante is a cowboy in the Southwest. Superboy, obviously.
But yeah, overall the pickings are kind of slim. Superboy and Swamp Thing are the only characters where their small-town environs actually get developed rather than just being a backdrop for the action.

I just watched True Blood for the first time today. Saw the first two episodes (Step-brother's girlfriend is a huge fan, lent me her DVDs). Still undecided. But it's promising.
The facts of the case involve an American citizen, computer programmer, and comic book enthusiast in his mid-twenties who was flying from his home in the United States to Canada to visit a friend. Upon arrival at Canadian Customs a customs officer conducted a search of the American and his personal belongings, including his laptop, iPad, and iPhone. The customs officer discovered manga on the laptop and considered it to be child pornography. The client's name is being withheld on the request of counsel for reasons relating to legal strategy.
The images at issue are all comics in the manga style. No photographic evidence of criminal behavior is at issue. Nevertheless, a warrant was issued and the laptop was turned over to police. Consequently, the American has been charged with both the possession of child pornography as well as its importation into Canada. As a result, if convicted at trial, the American faces a minimum of one year in prison. This case could have far reaching implications for comic books and manga in North America.
