Edit: Also, I can see seven of this guy's nine planets, but I still can't see his last fleet and its making me antsy.

I would say fixed for the first game, but I would also be alright with random. I don't have any issues with official alliances, but it seems more fun to be able to back-stab at will.

Also i am building better ships at 25$ a pop or something? I am not sure of the interface, do i just select them or do i have to confirm my actions or something, nothing really happened?
Building a lot of carriers at the start did allow me to expand pretty fast though. What do you suggest spending that money on instead?
I am finding it incredibly difficult to strangle a player to death when I have three other borders to protect.
It would just go scout out a 40; ultimately saving me money in the long run.
It doesn't really diminish your current fleet defenses and you can put industry on valuable unconquered systems much faster.
