I have been feeling like my internet download speed is somewhat lacking of late. Having 4G on my phone seems to have spoiled me. Everything I run, and my ISP says I should get around 3 MB per second download speed. This would be great, however at current I'm topping out at around 350 kb/ps. Now I'm not a computer guru, but I use to be Cisco certified and I know a thing or two about routers, so at first I tried opening up ports. Many ports. No increase. Then I tried hooking up directly into my Modem, also no increase. And I have no idea what to do from here short of calling my ISP and telling them they are filthy liars. Of course then Speedtest.net is also a filthy liar, so I'm not sure what to do. Anyone have any suggestions? Thanks in advance.

Two possibilities:
1: You misinterpreted your home connection. 3 MB and 3 Mb are two very different things, and many ISPs don't advertise in megabytes, but rather megabits. 3 Mb would equal 384KB/s, which sounds very close to what you are getting. If you are POSITIVE you have a 24 Mb connection, then this is your next thing...
This is another possible problem. They are not obligated to give you all you are paying for all the time.
If they have tried and failed to increase your speed, and no dice, they will keep taking your money for sub par service as long as you are willing to pay.
Try and find a better ISP.
