We'll give you some mechanic, with the intention that you'll use it, and so we need to make sure it is used.
The mechanic(s) usually are important to figuring things out, or at the very least required to be acted upon in the same way that a vote is. "No one vote unless we have confirmed mafia targets" just isn't viable because you'll just get wiped out by mafia in the meantime. If things are setup well, the same will happen for pacifists. No stalling to win for the village, usually I have some kind of timed/progression goal that isn't screwed up by passive village, and limited seering like you mention so they can't drag it out and confirm more people.

See Gumpy's Spectrum Phalla for the best execution of HP mechanics that I've ever seen (I know that you were in it). Also, see that game because it was just awesome in every way.
Essentially, each villager had a different colour, and you could win either by beating the mafia or being the last of your colour. This encouraged an offensive village in a spectacular way.
