They give bonuses or gear. The packs are blind so you never know what you are going to get. One pack might give you a jet pack and another might give you super speed. I believe they work just like figures. You can use any of them in toybox but you can only use 3.0 power pack in 3.0 play sets.
And they can be used outside of "Rise Against the Empire"?
And yes they should be usable in toybox mode.
I love so much that it only takes 1 coin per character and every Star Wars figure is usable in the playsets.

Could someone explain to a DI noob what this means? (I'm not even kidding.)
So in the Rise of the Empire Playset you have to unlock the ability to use characters out side of the main heroes. This is done by finding a floating "coin" with that character's picture on it. They are all pretty easy to find. So in the example mentioned, if you want to use Vader, Fett, Clone Wars, or Rebels characters you need to find their coins.

For example, Boba Fett's coin in Twilight of the Republic is right above the Sarlacc and Darth Vader's is in a sand people village.
In DI 2.0, you had to find 10 coins scattered all over to unlock a single figure and even then only 2 non-playset figures were unlockable per playset.

Still trying to wrap my head around all the ins and outs of this system.
So with the 3.0, I can only use 3.0 playsets, which are the Star Wars and Inside Out sets.
If I want to use Marvel playsets, I need to get a 2.0 disc. (but my 3.0 base is will work fine?)
All the figures will work in Toy Box, but only certain figures work in playsets they are configured for.
Are powerdiscs playset restricted? (Still not even completely sure what the point is of power discs.)
Figures can be upgraded and save any upgrades on the figure itself?

3.0 Only works with 3.0 Playsets and games discs. So Inside out, the 3 Star Wars, the Upcoming Marvel, Toybox Takeover, and Toybox speedway.
To use any of the 2.0 you would need the 2.0 disc, the 360 base will still work. I found the 2.0 playsets to be pretty repetitive and the 3.0 much more entertaining. Playing 1.0 and 2.0 Playset pieces on your base in 3.0 will unlock a bunch of Toybox items for you.
All figures 1.0-3.0 will work in the Toy Box. Only characters that "fit" the playset are useable. Some characters may require you to find their coin in the playset before you can use them. Like in the Star Wars sets you need coins to unlock the Rebels, villains, etc.
Powerdiscs are a mixed bag. They will all work in a Toy Box. Inside Playsets they may be restricted. You can't use Marvel Team ups in Star Wars. You can't change the sky or ground in playsets, etc...
The level progress will follow the character.
Good job picking things up on sale. If I could offer one piece of advise never pay full price unless it is something really rare. Sales are very, very common. Even when the hot new figures hit the shelf if you wait a week or two you can probably get them during a sale.

Marvel playsets are 2.0 only. Your 360 base should work fine for any version that was released for 360. It won't work on an XBox One.
1.0 figures didn't cross playsets at all (as far as I can recall).
A few 2.0 figures could cross over to other 2.0 playsets, after you found a certain number of collectibles during game play.
All 3.0 figures can cross over across all the 3.0 playsets, again after finding collectibles.

So I can get 3.0 on PSN for $15, and I imagine I can find just a portal thing for sale on Amazon or something (I haven't checked yet, but that would ruin my plan if I cant), and a couple Star Wars figures to start me off. I don't need any playsets right away do I? There's like a base game in just the 3.0 download, right?
