What is this symbolism?

I don't have anything else to go on, besides this image.
My google-fu is pretty darn strong, but I can't turn up anything with regards to ring/circle/halo - palm/hand/wave - greco/roman/hindu - etc.
If anyone can help identify the stone carving origin/period, or if anyone understands the symbolism of the halo palm with flat lines near it, I'd be most grateful!

Looks kind of like an ankh. ☥

That's a very good interpretation, it does look ankh-ish. I'll try adding ankh as a search variable...

I'm pretty sure that's the Sumerian king's badge of office

from each according to his ability, to each according to his need
    hitting hot metal with hammers

Sumeria was the key - nicely done Typhoid Manny!
It seems to be a stone relief of the Sumerian goddess "Inanna", which is also known as the Babylonian goddess "Ishtar".
She seems to be the goddess of war, love, sex, and fertility. Associated with the planet Venus.

Thanks again! You folks never cease to amaze me.
