What is this symbolism?

I don't have anything else to go on, besides this image.
My google-fu is pretty darn strong, but I can't turn up anything with regards to ring/circle/halo - palm/hand/wave - greco/roman/hindu - etc.
If anyone can help identify the stone carving origin/period, or if anyone understands the symbolism of the halo palm with flat lines near it, I'd be most grateful!

    Sumeria was the key - nicely done Typhoid Manny!
    It seems to be a stone relief of the Sumerian goddess "Inanna", which is also known as the Babylonian goddess "Ishtar".
    She seems to be the goddess of war, love, sex, and fertility. Associated with the planet Venus.
