[name that game] Help me Penny Arcade - you're my only hope

Been trying to figure out an old game for a while, thought maybe PA could help. here's what i know about it -
Year: ~1993/1994 - definitely before we installed win 95 so nothing newer than like Q1 of '96
OS : PC Win 3.x - I'm bout 90% sure it was a win 3.x game and not DOS, I remember the windows not fitting on our screen totally because the desktop resolution was too low (maybe took ~800x600 and we were probably running 640x480 at the time) it still could be dos but the more I think about it the more it feels like it was a win 3x game
Perspective/graphics: 2D , and I remember them being kind of flat and "clean" like a win game (ex microman ) not DOSy
Developer: unknown, very likely a one man show.
Gameplay : Single Player - this is a space shooter/trader sim game. you started with a small shuttle. could land on planets, buy goods and sell them on other planets. I remember checking the news for planets that were at war, buying weapons and ferrying them to the war planets for good profit.
I forget exactly how nav worked. I know as you auto traveled to other planets you could have random encounters which brought you to a section of space. flight was overhead and 2D.
I remember it being very hard to leave this mode, you were able to leave the sections of space via hyperspeed. going into hyper speed required speeding up very fast in a straight line until you hit a critical speed (or maybe the map edge) and hitting a stray asteroid or even a ship and blowing up was pretty common. Enough that I remember dreading even friendly random encounters.
