Is my new monitor borked?
I am 99.9% sure the answer is yes, and have already contacted the company I got it from about sending it back, but just on the 0.1% chance it's not... is there any way to undo what you see here?
The 'shattering' is either a visual artifact, or damage to the substrate, because you can't feel anything on the surface of the screen itself. If somehow, it's not actually as bad as it seems and can be fixed by one idiot at a keyboard, then huzzah, life is good!

Send it right back, possibly with a note about using proper packaging next time.
While the plastic/glass ontop of the lcd layer may not show any damage, the lcd itself has shattered.
Yeah it's important to realize that the glass "screen" on our devices that we can touch is not actually the screen in most cases, in that it does not display the image... it's just a clear pane of glass that protects the real screen underneath.
It's fucked though, 100%.

And you already know where the nail to hang it on the wall goes.
