Agreed, in that I'm a huge fan of refluffing anything in D&D as anything else. I've played enough sorcerors-as-other-things (and a few Tome of Battle characters as wizards) that it doesn't bother me to do that kind of thing.
"If you houserule them" is pretty bad, especially because I have enough years with the homebrew community on gitp to know most people are incredibly bad at it.
To be fair, 3.5 monks are undermined by the conflict between mobility and iterative attacks. Not just that they're a melee class with not good melee attack progression.
3.5 monks were undermined by being one of the weakest martial classes in a game with a huge divide between martial classes and magic classes, and having the worst stat focus of any class ever written for D&D.

The one full D&D campaign I've played was as a monk. He felt very useless in combat because even after leveling 2 or 3 times, I couldn't do anything other than punch stuff with basic damage.
Take the Vow of Poverity.
All the sudden your fists are +1 magic weapons.
I mean monks can use weapons and by the time you get VoP to be +1, you can just buy a +1 weapon.
Vow of Poverty is only a worthwhile feat in the situation where your D&D is stingy with both wealth-by-level and item selection, in which case he will probably feel that it is broken.
