Single Battle, Normal Rules (which sets all Pokemon to Level 50). Banned pokemon and clauses in effect are listed here!
Other details:
1. Start date: Now!!
2. Gyms: Anyone can start a gym, they just have to be generally available (e.g. be able to have a match within a week of being challenged) and either have a team set up around a Theme or a Type. Overlap is fine, just come up with a new badge.
3. Challengers: Anyone can be a challenger, including gym leaders (using a different team to challenge from their gym team is fine).
4. Depending on interest level, we'll either a number of badges to qualify for an E4 and champion tourney, or just go straight to setting up an E4 and have people duke out for the champion position. We're still figuring this part out.

Who's going to be trying to be what gym
I'm making a turtle gym and no one can stop me.
Unless they use Pokemon in which case I will likely fold like a bad poker hand.
SilverWind is tweaking her Eevee team specifically to be able to counter threats I'm bringing up. We have never been closer.

It is possible, yes, through the use of the Pokebank, which is compatible with X&Y and Omega Ruby & Alpha Sapphire. In January it will be made compatible with Sun and Moon, which will let you bring forward mons from previous gens.
Of course you don't need to do that! Plenty of nice folks in here will gladly give you some mons from older gens, once they're available.

If I find I'm bit bad by the pokebug and decide I want more, am I going to find it hard to play the older games after playing S/M or do they hold up well?
There are some good QoL improvements in SuMo but in a lot of ways XY and ORAS are better too.
Dragon would be fun except now Fairy is everywhere, and Fire is a pretty terrible idea but it's the only remaining of my three favorite types.
I suppose I could be a little more flexible with what I consider Dragons and include stuff like Milotic. Or make my gym Steel-Dragon-Fire type, which unfortunately don't have a lot of overlap outside of Legendaries.
EDIT: Or I could just build a regular team like a regular schmuck, I guess.
People going back have found it a bit clunky to play X&Y compared to Sun and Moon. Sun and Moon are definitely the smoother games! But the older ones are still pretty all right.
You can choose a gym theme or type that someone else is doing too. Odds are veeeeery low that it'd be exactly alike.
That also gives the chance for a gym versus gym battle, which sounds like a fun concept??

There isn't a good grinding place that o know of, sadly. I leveled my pokes by hurling them at the E4 until they could win.
Also, everyone seems to think this guy will suck because of new dugtrio but like, I have yet to see anyone run a dugtrio at all?

I did a crab gym formerly. The Cephalothorax Gym! It was terrible because of typing and well tbh I could have trained them better.
I'll give ya any crabs y'need. I even have a shiny Clawitzer, no idea if it's even good tho.
