Seems like these things usually are a lot of "not my juris-DICK-tion" crap so anyone who could explain it to local PDs and get them to take action would be good.

Yeah I'm fairly positive FBI handles stuff like this, for civilians at least. (both cross-state and blackmail/online violence)
It would help you if you knew more about them, what state, city county they live in.
