Anything down (-) more than 100 is usually suspect in a way that's either fatigue from overuse, or something else (currently pretty obvious to tell what the something else is)
No Cub pitching that game was down more than ~60 RPM, which is understandable/normal
Pretty much every Dodger that pitched that game was affected in the aftermath of the crackdown: Walker Buehler was down significantly across basically all his pitch types. David Price was down significantly with everything but his four-seam surprisingly, and Garrett Cleavinger was down significantly. Phil Bickford...well, he was actually up a tad!
I would suspect the Cubs wouldn't cheat because they're largely very dumb. Though I guess that's also an argument that they wouldn't start, either. Anyways, I would be shocked if any of their starters were doing that this year, given that they've been mostly bad. Even Hendricks, who is normally very reliable has struggled a bit, though he's clearly found a way to work through his relative lack of control. One of their better bullpen stories this year is Tommy Nance, who they got out of the independent leagues, and his spin rate's dropped pretty bad, I think, and he's struggled more. But whatever, guy like that I'm thrilled he cheated his way in, if he did.

I'm really convinced they've been deliberately fucking with players ahead of the CBA for a few years now.
They'd rather alienate fans and talent in trade for a "Repaired" relationship with labor that will lead to more profits down the line.
So little of this bullshit has had anything to do with making the game have broader appeal.
