That's kind of how soccer works. Up to 30 minutes of OT, then into shootouts if it's still tied.
I'd even be fine with them just adapting college rules - give each team the ball at some arbitrary spot, go until they score or run out of downs, force them to go for 2 on a touchdown, repeat till there's a winner. It's not perfect, but it gives both teams an actual equal chance and the game can still end quickly to satisfy the networks.

The CFL's overtime works really well, and I think it's inspired by US college ball rules. It's a coin toss to decide who gets the ball to start, but after that, each team gets the same number of offensive possessions. They start at their opponent's 35-yard line and must attempt the 2-point conversion if they score a touchdown. In the regular season, it's up to two possessions for each side before a tie is declared; in the playoffs and Grey Cup, of course, it goes until there's a winner.
This meant that the last Grey Cup wasn't decided on the near-immediate touchdown, but on the ensuing drive by the other team, where the team that just scored then intercepted a pass. Both sides of the ball got to shine in the extra frame.

So you have an OT period and then whomever has the ball at the 10:01 mark, or whoever wins that coin toss is the winner? Seams like the same problem only 10 minutes later.
Maybe a little, but at least it wouldn't be directly tied to a coin flip. Whoever has the ball when it goes to sudden death would be decided by actual football playing. Barring a 10+ minute drive, each team would get at least one possession and have a chance, if they can control the clock. It's just an idea, nothing I've put a ton of thought into.
