The police of course have no obligation to act, however apparently this lawsuit has that covered:
-preventing others from taking action IS action (there is apparently case law to this effect)
-even when not under obligation to act, once you do act your actions can incur liability if they serve to make the situation worse (which in turn is the whole basis of there being no obligation to act).
The contractual relationship of the school to the police department might change the legal analysis.

I also hope various governmental and non-profit civil rights organizations look at the almost certain harrassment of these families, and add their legal hammers to protecting them.
