Help me turn off the microphone dictation on my Dad's iPhone

Hey all, so my dad had to get a new iPhone 13 because his 11 stopped working 2 days ago.
The microphone on it is constantly listening when anything with text input is active, whether it's iMessage, searching something on the phone, anything and everything it is picking up and trying to turn into text. I googled it for him so he would stop yelling at it and threatening to smash it, so I found out how to turn off the Dictation feature, but it's still doing it. Even asking Siri to "turn off the microphone" (his words) just has Siri tell him that it can't change that setting (he even yelled "WHY?" at it afterwards 🙄)

What can I do to get it to stop typing everything everyone says?

    I assume you already went in to Settings->Keyboards->Dictation and toggled it off

    There could be something toggled in Accessibility, would be my best guess.

    Try Accessibility->Spoken Content->typing feedback->toggle everything off (and also everything on the spoken content screen probably)
