On that I loved and I don't think anyone else ever played was Space Station Silicon Valley for the N64. It was a fun puzzle action game where you solve puzzles by killing and taking over the bodies of robot animals. It had a weird sense of humor and the levels were genuinely fun to explore

I spent the duration of my time in a grocery store queue yesterday trying to remember the name of that game
I even had the title in mind at one point, but rejected it because I thought there was "something cold" in the name
Anyway I liked that one a lot. It came to mind when I was reading the Rock Paper Shotgun review of Hauntii.

Starlink. That game had issues for sure, but I really enjoyed just tooling around in your little ship, zipping around between the surface and into space and all that.

Greedfall - a game with more ambition than budget.
The combat is repetitive and janky, there's a lot of reused models for the NPCs, and the environments are very copy & paste (there are three governors on the island and they apparently all contracted the exact same deeply unimaginative architect to build their palaces).
Still, the characters are fun, the plot is surprisingly decent, and the constantly reused environments do look pretty nice. So it's a good time, even if it is obviously flawed.
Kirby Air Ride is a simple, "1 button" racing game with a variety of different craft to zoom around on, all of which handle really badly in their own way. As a racing game, it's tolerable but with no real single player and barely any interaction with other players, its forgettable at best.
But the as a party game, playing City Trial? It's the best party game of all time. 5-7 minutes of free-roam flying around as wild stuff happens, finding new vehicles or power ups, before eventually getting thrown into a wacky minigame. Driving around the city is chaotic fun and the variety of wacky vehicles, some of which might be completely unsuitable for the random minigame at the end, are now a chaotic strength rather than a frustrating gimmick. And with the simplified controls and wide variety of tasks throughout the city, basically anybody can drop in and immediately start having a good time. A+, I played literally thousands of hours with my brothers and friends.

Phantom Doctrine, an XCOM-like about running a cold war spy agency, is the first thing to come to mind. A bit janky, a bit repetitive at times, but absolutely delivers on its premise.
Doing some quick searches it looks like Heaven's Vault also qualifies as a 7/10 game, which is insane because it's an all time great.
Also both of the Unexplored games - the first one is a fairly graphically simple roguelike, going through a randomly generated dungeon level by level, and the second is a much broader (and prettier) adventure game that still has some of that roguelike DNA to it, where you can intentionally die or retire to pass on a legacy and create a new character (but no longer are required to).

Now, perhaps controversial opinion, but I vastly prefer its sequel, Bushido Blade 2
It may not have the refined gameplay of the first game, but it does have an unlockable character who can shoot folks in the dick with an M16, which, well that's sick as hell.

Psi-Ops: The Mindgate Conspiracy might be my actual answer though. FPS with telekinesis and other psychic abilities for combat and puzzles. Definitely a bit cheesy and looks like it's about to fall apart at the seams late game.

I’ll throw Hybrid Heaven into the pile.
It’s a third person action/puzzle game with a turn based combat system I’ve never seen elsewhere.
You start with basic kicks and punches and a few basic throws, but taking hits from enemies gives you a chance to learn them like a blue mage.
Using these attacks levels up the limbs involved, allowing your character to adapt to fit your style of play, so you can go allrounder, boxer, kickboxer, grappler and so on.
