I'm not saying that 25 lbs is a totally trivial amount or anything but that threshold is set at basically the minimum viability of a non-disabled adult of any size and strength to not hurt themselves even with bad lifting technique; you can almost certainly expect people to lift more than that day to day.
Like, I am not a strong person at all, but I own cats, I'm not strapping up or getting a partner to lift a standard 40 lb box of cat litter, and I could almost certainly launch said box more than a yard, though not a distance that makes it look like a "throw" in any real sense.
I used to chuck bags of rock and sand, but not very far. I also used to pick up 90 lbs. bags of concrete of the ground and I'm sure that had nothing to do with my back problems.
Maximum huckability is probably around the half-pound mark, maybe a little less. Even the apple Pokemon weighs over a pound, so I'm going with Sinistea. I could chuck the hell out of a haunted weighted tea cup, provided the spirit with okay with it. Otherwise I'm going with Cutiefly. They can fly anyway, and it might appreciate the assisted launch.

It's about a foot in diameter, but when it loses that shell it goes from 88 lbs to about twice the weight of your average baseball. Plus, it's a floaty, flying, happy little meteor critter.
So you could probably grab it by one of those prongs, huck it real good, and have a lack of gravity put in some good work for you in regards to distance.

I have first hand experience that I can chuck a small child. Up to about 75 pounds.
Therefore it stands I can chuck any Pokemon that weighs 75 pounds or less unless they’re like MASSIVE or something.

In terms of straight up throwing it like a ball i think the best would be these 4. Koffing, Igglybuff, Castform, and Solosis. They are all pretty light, 1 to 2kg, but are also larger than a basketball.
In terms of raw distance though Chimecho is basically designed to be used in the hammer throw.
