I need help finding a good web host. i am using web serve right now and today half the pages are coming up as 403 errors and other days i've had smaller problems with them, it took about a week to get my website up.
i'm with webserve.ca right now but any other one that accepts canadian currency will work. as long as i can
1) pay monthly with no setup fee
2) get php
3) and mysql
I guess since you don't want a setup fee, you are looking for a shared webhost that's fairly cheap...
GoDaddy's Linux hosting is decent enough if you just want to run stuff with PHP and MySql, especially for the money, just as long as you don't expect you'll need to talk to their horrendous support to help you launch your application. You'll have access to PHP.ini, so you shouldn't need GoDaddy support.
I'll second the dreamhost recommendation. I've been with them for about 2 years now and have been really happy with it. I've had very minimal downtime, and even when i did have it they were very forthcoming about what was going on.

If I already have a domain registered, how easy is it to move to dreamhost? Am I allowed to continue to host my own DNS and have it point directly at their site without using a redirect?
For instance, own foo.com. I want foo.com to remain in my control. However, I want bar.foo.com to be hosted by dreamhost (or whatever).
With my current host, bar.foo.com has to be an HTTP re-direct because I can't set up the stuff on the host's side correctly.
It should be pretty easy to get the domain pointed to dreamhost if your registrar (whoever you bought the domain from) has a decent domain management system; dreamhost should give you a couple of DNS server addresses, just go to your registrar and point the domain towards those DNS servers.

That would mean dreamhost is hosting my DNS. I already have a DNS solution. I just want to know if I can set things up on their end that allow me to have a subdomain that points at their webserves and have it work correctly.
Hard to say if you can or not without knowing what dns solution you are using, but you should be able to create an "A" record that points the subdomain to the ip address of the new site.

yes they allow this. But you have to contact them to set it up.

Siteground is a good host but their customer service is so-so and you can only have one domain name unless you pay extra.
