Title of a short story

I read a short story a few months ago about a dystopian future in which everyone was made to be "equal" through artificial purposes-ie: smart people were distracted by a device that buzzed their ears every 15 seconds--and beautiful people were weighed down in chains and forced to wear masks etc.

I thought it was by Huxley--but I haven't found anything--anyone know what this is called?

    Sorry to answer a question with a question, but was this online?

    Because it sounds vaguely similar to Social Constraints by Charlie Finns, which I've seen on a few document upload pages lately (not that I can remember any of them)
