I need to connect a female VGA connector, like you would find on any VGA video card, to a male DVI-D connector. It specifically must be DVI-D.

Is such a thing even possible, in a fairly inexpensive way?

    Yes.

    No.

The VGA signal is analog and the DVI-D signal is digital. You need to digitize the signal and that requires specialized hardware.

Yeah, that type of device is pretty specialized. Unless you're dealing with something that cannot be upgraded, you are probably better off just buying a replacement video card that has a DVI out.
