Being a former president does not make you a de facto ambassador. He has no right to meddle with our foreign policy the way that he does. He doesn't fucking work us.

Did you miss the part where I said that him traveling to Cuba without government consent is illegal? Because it is. Also, speaking with foreign heads of state when the current administration (not just Bush, Clinton too) tells you not to do so is wrong. He's not the president. It's not his job.
