    XNA takes a lot of the fiddling out of the setting up of an engine that is capable of displaying graphics, taking input, etc and has quite a strong 2D feature set. It's free, and the resources out there are pretty good for the beginner.

    Yeah but it sucks ass trying to distribute XNA games in any form. And the system requirements are... insane, for a 2D game at least. (See the game in my signature). I'll never mess with XNA again.

    BlitzMax would be my recommendation for a fast, simple graphical game coding environment; Game Maker if you're scared of programming (but 2D really is not hard at all).
