Head to Little Corn Island. The scuba diving is great, and the secluded island (small, isolated, and above all quiet) makes for a fantastic trip.
If you go, stay at Casa Iguana for a fantastic experience if you're the adventurous sort. My wife and I stayed there for our honeymoon, and it was great!
Went there with my Dad way back when I was still a young man. Such a great time. Endless visibility, lots of sealife, nice people.
Think there's over 25 designated shore dive sites that are easy to get to. Some very excellent wrecks slightly offshore.
Went on an amazing wall dive that topped out around 110 feet...plenty to see even at shallow depths.
Think that was one of the best parts....the more shallow you stay the more time you get to dive.
The whole island is a protected dive sanctuary so they really work hard to keep the place healthy and has tons of places to check out.
Man I wish I could go back there but you know the authorities and lack of money.
Cozumel Mexico has some of the best diving I've ever done. It's all drift diving, so it's very relaxing.
The mainland near Playa Del Carmen has Cenotes which have to be one of the most amazing things I've ever seen. Acumal (south of Playa Del Carmen) is a breeding zone for Sea Turtles. This is what we saw.
This pic is with barely any zoom, we were really close. The fish on his back is about 3 feet long.
We're going to Honduras in a month, we've heard only good things and it should be the middle of the Whale Shark migration, which will be awesome.
If you're planning a SCUBA only vacation (or primarily SCUBA) I would suggest an all inclusive resort. After diving all day the last thing I like to think about is making, or finding food.
I don't know what certification you/he has MAUI/PADI whatever. I know with PADI, it's usually cheaper to do the "Advanced Underwater" course then to buy 5 dives. You get five dives with an instructor you also learn some stuff and get a certification out of the whole thing. Something to look into when you're booking.

I don't know if it would fit in that budget but I'd recommend Hawaii if you can afford it. The water, reefs, and fish are all beautiful and it offers quite a bit outside of diving. I've also heard some pretty good things about Cozumel, though I haven't been.

This isn't as far out as some of the other suggestions, but I've got family that's big into scuba and they love rock quarries. After they're dug out and used up they flood them for divers, and there aren't really any fish to look at but it's a great place to find all kinds of relics. My uncle even found some shark teeth in one and the history department ended up doing a dig (I guess you still call it that when the area is under water) because of the rarity.
There's nothing wrong with quarry diving. If there are some near you it's loads of fun and often there are great things to find.
Personally although I prefer open water diving when I'm making a trip out of it, quarry diving is a great day trip just to get wet and breathe some compressed gas.

We have very good prices here for diving (compared to the caribbean); most of the people speak english and we use the US Dollar as currency.

I hear Indonesia has good scuba diving also (I wanna say Bali, but I might be wrong).

I don't know what that would cost you, though.
Are you potty?! Its cold, murky water, windy (I don't dive, and the only chance of changing colour is from windburn) and there's a BUTLITZ there!
