DVI input to my LCD not working

Ok, I've had this problem for a while but the previous video card I had was a piece of crap GeForce 7700 and I thought maybe the issue was with the piece of crap card. However, I just upgraded to a GeForce 8600GT by PNY and I'm having the exact same issue, so I figure it's something to do with my previous hardware (monitor, dvi cable). The monitor is a 20 inch widescreen from Dell (E207FP). The VGA input works just fine, but when I plug in the DVI input the screen turns blank. Now, if I unplug the DVI input and don't have the VGA cable plugged in, the monitor displays that there's no input. But with the DVI cable plugged in, just blank. Then if I press the menu key on the monitor, it says it's on digital input but is power save mode and the usual jazz about pressing a key or moving the mouse which does absolutely nothing for the monitor.

I am most likely overlooking something that's really fucking simple and obvious to someone who knows this stuff, but I can't for the life of me figure out what I'm doing wrong here.
