I'm planning on doing Joker makeup for TDK, but I'm not entirely sure what I would need

You all know what he looks like, but here's a reference pic just in case

Also what's an easy way to make it crack like that?

Keep in mind that I have almost no budget and very little time

What crack are you talking about?
General advise for what I THINK you are talking about.
For the forehead, wrinkle up your forehead, apply white makeup with a sponge, unwrinkle forehead.
For the rest of the face (since those parts are generall hard to wrinkle on your own), you should use liquid latex and kind of pinch your skin together to make a fold, let the latex seal up, and it sould hold the fold of skin. Apply makeup, and you'll probably need some shadow in the crevice to make it look better.

The short end of this is even simple looking makeup can look like ass if you aren't familiar with application. Check with your female friends and anyone whose done any type of performance (theatre, theme park, whatever) and see if they can help you.

Do NOT buy shitty cheap creme makeup, it will look like ass and it will come off immediatly. Ben Nye makes pretty good stuff for the price.
