So my laptop is an HP dv6263cl and the wireless adapter it has is the Intel PRO/100 VE Network Connection deal, manifested by a little sliding switch on the front of the computer with a light next to it. Blue light means enabled, orange means disabled.
The switch is in the on position, the light is orange. I cannot get wireless. When I start up, Windows (Vista) tells me that the driver is disabled with a little balloon, as if I had just flipped the switch off. When I click it, it tells me that it's disabled in the device manager. The device manager seems to disagree. I disable it, re-enable it, restart, whatever. That used to fix the problem whenever it happened, but now it doesn't. I also checked and have the most up-to-date version of the drivers. What the fuck?
Does the switch seem to be worn out? Is it loose? Can you hear it switch between on and off? If you couldn't tell, my guess is a physical problem with the little on/off switch.

The switch is definitely working, because when I switch it to the left (off), the balloon pops up to say 'Disabled', and the same thing happens when I push it back to the right (on), so the switch is registering.
Have you tried removing and reinstalling your drivers? (Make sure you completely uninstall the drivers and restart the computer before installing or you might get problems)
So I reinstalled all the drivers and shit, and nothing changed. I also realized I gave the wrong network adapter name in the OP, that's my hardwire not WLAN. But whatever, I think I found the problem. The help client told me to go into the BIOS to check to see if it's disabled there, because it wasn't showing up on the device manager, and sure it enough it was disabled. I enabled it, but when I went into the boot order it showed an exclamation mark next to Network Adapter, with a note on the side saying some sentence fragment like 'The device with an exclamation mark will not boot if.' or something like that. What the fuck?
