Local Politcal Action?

To whom would I write/lobby to allow a competitive market for internet/cable? I know some places are competitive markets, but where I live (Union County, NC) it's either Time Warner Cable, or Time Warner Cable. (Verizon can do phones, but there's something weird with them doing data). Is it local government, state government? Who's in charge of that?

    Your local franchise city/county is who allows another company to come in. The franchise signs a contract with the company setting the rules for it. Such as rates will be this can only be changed during this must give this much notice etc. Some places though are just literally such outdated in equipment other companies don't want to spend the money upgrading them to offer more services.

    Do you mean franchise in the sense that McDonald's is a franchise, or is there another sense of the word?

    Franchise is the area. Basically it ranges in size normally between a city/county.
