Hey,

Just now i was watching a video online while checking my e-mail on my laptop. All of a sudden the fan sound inside the laptop semi stopped and i heard this clicking sound. Then the video/everything froze and i had to do a hard restart.

Its been about 10 minutes now and i have yet to hear my fan really start up in a big way again, but it also has not frozen or done the clicking thing again. Is there any way to test this issue on a laptop to see if the fan has failed, or what actually happened?

Well, you could run stress tests and see if it crashes but I guess if you suspect something is wrong the first thing you should do is back-up anything essential.
