no. I'm running XP. My computer is six years old. I don't think I have a videocard. I haven't changed any settings in weeks, and it just started doing this blotchy color craziness yesterday.
If you have a computer, and it displays things to a monitor-like device that you look at with your human eyes, you have a video card of some kind.
A 6 year old card could be starting to go bad. Alternately, recent windows updates could have introduced incompatabilities with your 6 year old video drivers. I can only assume you haven't updated them. Its more likely though that after 6 years the video card you most definately do have is old and tired and giving up.
Also, strange graphical artifacts like that can be caused by overheating on your video card. If its that old and hasn't been cleaned in awhile I suggest opening it up and using some canned air to get the dust out.

Video card drives are what I suspect.
Are you running Vista 64 bit?
Do you have an Nvidia chipset?
