Restricting Bandwidth Usage

In our house we have 4 computers connected to the internet. Myself and one of my roommates limit our upload/download speeds while downloading stuff but we are unsure of the others since they arent here very often and just leave their computer on doing whatever. This causes our internet connections to slow down and also randomly disconnect as we have found, it does it even if 1 computer is uploading torrents without a limit on the speed. I was wondering if there was a way through my Modem setup stuff that I could limit the amount of upload/download per computer?

I use Speedstream 6520(DSL modem) and our bandwidth is 4mb in. Unsure of the of upload speed limit.

    You could always ask them to throttle it locally.

    what router do you use?

    my old netgear rp6...somthing would need to be reset fairly frequently if i had any torrents going at all. I tried calling tech support, but i don't speak indian, or whatever, so that was useless.

    The router is built into the Speedstream modem.

    all i hear are problems from the speedstream modem

    i would see if you could get an external linksys that wasnt built with strings and toothpicks
