You don't see a lot of Picard on the surface of planets because he was more of a by-the-books kind of guy and the official "rules" in Starfleet say the Captain is too important to risk on away missions.

a lot of the time its a diplomatic mission and for some reason on a ship that can carry several thousand people (galaxy class anyways), they can't fit a permanent ambassador on there so the Captain needs to pick up the slack.

Mostly when there were ruins or old stuff down on the planet so he could do his archeology thing
