I'm looking for a free program that can convert my AVI files into MPEG4 files. I also need this program to allow you to set the resolution of the new MPEG4 file. For example, I would like to take a 700 MB AVI into a much smaller MPEG4 file with a lower resolution.
I've tried google searching, but there are too many shit programs out there and no prolific one to rise above the rest.

You may want to check what codec the video is encoded in. AVI is just a container shell and it's possible the video's are already MPEG-4.

This doesn't help him if he wants to reduce the filesize, though.
Handbrake would work. FFmpeg is command line, but there are halfway decent GUIs for it in Windows. How small you lookin' to go?
XpegT Lite is the frontend I use for FFmpeg when converting shit to watch on my Palm. It's pretty decent. Don't know the link offhand, bug Google should work.

You can just reduce the bitrate for a lower file size at the cost of decreased picture quality. The source could still be MPEG-4, just at a higher bitrate relative to the output is all.
I personally use Virtualdub, and perhaps AviSynth, but wouldn't recommend them unless you intend to edit a lot of videos since they're not exactly the most user friendly.
