What is QuakeLive? It's basically Quake 3 built into a tiny download that runs on your favourite internet browser.
Who can play? Everyone who signs up for a (free) account and doesn't mind getting faceraped by a community that is about as small as a community can get and still be active while maintaining razor sharp skills.
Although there is now a built in ranking system that endeavors to match you up with opponents of similar skill. I have had some success and some abysmal failures with this system, but that was during the closed beta where the pool of people was substantially smaller.
What is different about this beyond it being contained in a browser? Well it's sweet because you have a friends list, a do not play list and a built in server browser that is all pretty worth using. No 3rd 4th or 5th party programs to use just to get your game on.
Also it's probably in the top 3 for best competitive FPS of all time so come check it out.

My OP made no guarantees of you being able to access anything on the site, it was merely a public service announcement for anyone interested in Q3.
That being said... you're right, it looks like it is 100% proper fucked right now.
Nope, not for movies either. Anybody can go see a rated R movie or buy a rated M game legally, regardless of age. Stores just chose to ask people for their ID to make sure they are 18 because it makes them look responsible.
