If I'm not mistaken, the entire story and concept was signed off by the creator ahead of time, which is why it was able to retain coherency.
Yeah, I always liked the reaction to bounty chapters/episodes. It's such a convenient method to put everything in context.
If there's a bit of stretch, it might be because Oda jam packs each chapter with a ton of dialogue. It may be that the anime is now feeding off of one chapter per episode instead of two, but I don't think that's the case (I haven't watched the anime in a while, so i'm not sure).
If he doesn't, then I don't know what to say. Other than the normal amount of stretch in a One Piece episode, I haven't noticed too much of a change. I'm sure it'll pick up once the battles take place.
They're throwing in little bits of filler. More people sold at the auction house, etc. Then, in addition to that, since CP9 they've been...layering the episodes. Lots of recap in the beginning (ie, new stuff doesn't start until 5 or 6 minutes in), and showing a lot of reactions/etc. Basically really stretching it out.
At least it's not like Bleach stretch.
Really adds up after awhile.
The 5 or 6 minutes includes the opening, though, at the very least.
Kicking baby seals, kittens, being a general bitch but getting away with it for obvious reasons.
Sasuke: hero or villain?
The way I see it, he's made all the wrong decisions in the name of vengeance, betrayed the people that care about him most, and tossed away his chance at having a happy life and moving on from his tragic past. I see him as a villain...a tragic one perhaps but a villain in the end.
I really hope this whole thing doesn't end with an "oops sorry guys my bad let's team up to fight the final boss and then be friends again". Sasuke needs to pay the consequences for what he's done, IMO.

Yeah, pretty much the only people left he can take out for dramatic impact are Tsudane or Sakura. The rest of the other characters are all...lesser, honestly.
Well, Sasuke doesn't really know Tsunade or have a history there past anything Orochimaru would have told him so it wouldn't have a good effect and he didn't have a real relationship with any of the rest of the younger group at Konoha so none of them would have the proper effect. It'd have to be Sakura, and that would be terribly disappointing.
Wait, has the story progressed past the tournament/festival? I was under the impression that negima ended after that little arc. Or was that the season? I'm so confused.
Also OP starts the whole recap crawl early on.
Most early episodes begin at about 2:10, so 20 seconds of recap. The later Krieg and Arlong episodes usually start at 2:30-5:00, though I always check 1:50 just in case.
Bleach is the worst offender of that I think. There was one episode of Bleach I think that was about 13 minutes total. Of a 24 minute long video clip.

It gets progressively crazier from the tournament arc, too.
The fights seriously just get better and better. And the "event" at the end of Mahorafest is the most epic thing ever.
