Trash Bags on the Side of the Road (Question Answered)

I don't know if anyone's ever seen this, but every once in a while I see about 5-10 trash bags strewn across a couple miles of road. Its usually in the suburbs outside of the cities. I was once told sometimes farmers tend to do that but I can't remember the reasoning...does anyone have any ideas why people who have a home and can afford trash bags would simply dump their shit on the side of the road?

    I saw this for the first time a few weeks ago and couldn't figure out why this was. Apparently when people come and pick up trash off the sides of highways they leave the bags there for the garbage trucks to come and pick them up later....or so I was told.

    That's from when people clean the roads. If you have adopt a highway in your state, the bags would be from them.
