To give a background on what this is, I bought a Hyundai Santa Fe a few weeks ago. There are dozens on the road in my town and I was tired of looking like every other vehicle so I bought a South Korean license plate for the front.
From what I can tell, the character on the left means "temporary" but I can't figure out the rest.
The top part of the license plate show the city and district that the car is registered. On that particular license plate, the car was from Ulsan, a city in South Korea (http://en.wikipedia.org/wiki/Ulsan) and from the 88th district.
The 가 (ga) at the front is just a character used to distinguish between different license plate numbers. Ga would be the equivalent of the letter "A" in English (it's a combination of the first consonant and first vowel). the KDM-1 is kinda strange because most Korean license plates have 4 digits that follow the character instead of actual English letters. A typical license plate number would be GA 1234.

I have never seen such a license plate before... Maybe it's for government/military or something... or maybe it's just a fun weird thing people came up with. @_@
